Jesus Francisco Javier Partida "Hate crime" is a term of art. All murder involves hate. "Hate crime" implies that there is an organization behind the actions.

Think of the murder of Ethiopian emigrants by skinheads backed by "WAR" or the murder if Allen Burg by "The Order".

This is one deranged character, but I doubt there is an organization behind him.
